Bomb Squad Technician

The Office of State Fire Marshal (OSFM) Deputy State Fire Marshal (DSFM) Bomb Technician is part of a specialized team as part of the Special Operations Section. They are trained and certified by the FBI’s Hazardous Devices School to respond to explosive-related emergencies across Maryland. They respond to and handle all suspicious packages, recovered explosives, and major explosive incidents.  

As an OSFM Bomb Technician, there are additional training opportunities, including the Underwater Hazardous Devices Team and K9.

Core duties

If a crime is suspected involving an explosive, the responding DSFM Bomb Technician continues the full criminal investigation, including:

  • Examining the scene
  • Collecting evidence
  • Documenting and photographing the scene
  • Interviewing witnesses and suspects
  • Executing search warrants and subpoenas
  • Executing arrests when needed

The team also provides venue sweeps and standby support at major events where explosive threats might be a concern.

The Bomb Squad performs other vital duties including:

  • Conducting field inspections for explosive magazine storage facilities
  • Monitoring explosive use across the state
  • Responding to and investigating statewide blasting complaints for compliance with state law
  • Reviewing, approving and issuing permits for all public fireworks display applications

Cross-Trained Personnel

In addition to full-time Bomb Squad members, OSFM supplements the team with DSFMs from regional offices who are cross-trained in:

  • Fire investigators
  • Bomb Squad operations
  • Code enforcement

Explosive Regulations and Licensing

The Bomb Squad regulates the explosives and fireworks industries in Maryland. They oversee licensing and permitting for:

  • Firework shooters
  • Fireworks manufacturers, including ground-based sparklers
  • Explosive blasters
  • Explosive manufacturers
  • Explosive sales
